Waste management is one of the biggest problems nowadays not only to the developing world but also the industrialized countries. Most of the governments worldwide put a lot of efforts to reduce the amounts of waste generated by the people’s daily activities. The BCC has implemented a number of EU funded projects in the field of waste management on municipal and national level and has gained vast experience in the sector.

Some of our projects are:

Waste Establishment of bio-waste management infrastructure on regional level: separate collection and treatment of bio-waste

The purpose of the project is creating knowledge and understanding in the Bulgarian national and local authorities on the requirements and main elements of collection and treatment of biodegradable waste. The project results are as follows: 

1. Development of a pilot model for separate collection and treatment of biodegradable wastes;
2. Development of a manual (handbook) on biodegradable waste management;
3. On-the-spot training of experts of the ministry and municipalities on various aspects of biowaste management;
4. Recommendations for legal amendments to facilitate and ensure countrywide implementation of biodegradable waste management

 Regional Cooperation in Waste Management in Bulgaria Technical Assistance supporting the Development and Implementation of Regional Cooperation in Waste Management in Bulgaria

The project purpose is to create knowledge and understanding in the Bulgarian national and local authorities on the requirements and main elements of regional waste management planning. It should lead to effective regional cooperation in waste management planning and regional cooperation between municipalities that complies with EU requirements including the polluter pays and full cost recovery principles. Regional cooperation must thus address the waste management system itself (prevention, separate collection, sanitary landfilling etc.) and the organisation of regional cooperation in a transparent and reliable manner.

The following handbooks have been developed under the project:
• Manual on Regional Cooperation
• Manual for development of Regional Waste Management Plan
• Guide on application of a waste charge compling better with the “polluter pays” and “full cost recovery” principles and a Method for the calculation of the waste charge at municipal or regional level

Implementation and enforcement of EU waste Implementation and enforcement of EU waste management legislation on regional level Control and enforcement of the waste management legislation with a pilot Regional Inspectorate on Environment and Water (RIEW) Veliko Tarnovo. Implementation of the Dutch experience in the field of waste management.

The project purpose is to assist the Bulgarian Authorities with the implementation and enforcement of EU waste management legislation on national, regional and local level
The following outputs have been developed under the project:
• Strengthening the capacity of the Bulgarian control authorities (Regional Inspectorates and the ministry on environemt and water) in order to perform their waste management control tasks.
• Development of a Manual for inspectors’ control and EU good practices
Trainings and workshops for all local regional and national control authorities related to the waste control activities
• Awareness rising on the waste control and waste management issues

Development of a National Waste Management Programme Technical assistance for development of a National Waste Management Programme for the period 2009-2013

The project aims to assist Bulgaria in the implementation of the framework directive on waste disposal (Directive 75/442/EG). During the project a detailed analysis of the Bulgarian rules and regulations on waste management have been made in order to establish a stable ground for implementation of the EU requirements. Capacity building on different levels has been provided. The national, local and municipal authorities have been involved in different workshops and trainings on waste legislation, waste management and development of the different aspects of the waste management programs and plans. Under the project the national waste management program of Bulgaria for the period 2009-2013 has been drafted.

Feasibility Study and preparation of Tender Documents Feasibility Study and preparation of Tender Documents for Collection System and Regional Treatment Facility for Health Care Waste from Varna, Dobritch, Shumen, Targovishte and Razgrad Regions and for Municipal Waste from Border Crossing Points (Airport and Seaport) in Varna

The objective for the project is to support the Bulgarian Ministry of environment and water in designing and tendering a solution to the handling and disposal of health care waste and “border waste” in Varna and adjacent regions. The solution should fulfil international and national environmental requirements and be financial and institutional viable. The result should be improved health conditions for workers handling and transporting the waste as well for scavengers on landfills. Furthermore the ambient air quality should be improved and risk of contamination of the groundwater eliminated.

The result of the project was a comprehensive review of the current situation including the current waste quantities. The feasibility study includes technical, environmental and financial analyses of five scenarios on the future health care waste management and border waste disposal in the project area. Further investigations were carried out in order to identify all sources of waste.
